The decision is really about who provides PSTN connectivity and how much control you need

Teams Phone provides the cloud calling capability, but organizations still need a path to the public telephone network for external calling. Microsoft currently documents several connectivity models, including Microsoft Calling Plans, Operator Connect, Teams Phone Mobile, and Direct Routing.

Microsoft Calling Plans

With Microsoft Calling Plans, Microsoft acts as the PSTN carrier. Microsoft describes this as the simplest all-cloud option for connecting Teams Phone to external calling, subject to country/region availability and licensing.

Often attractive when
  • You want Microsoft to be the PSTN carrier.
  • The required regions and number services are available.
  • You value a relatively straightforward cloud-managed model.

Operator Connect

Operator Connect connects Teams Phone to the PSTN through a Microsoft-certified participating operator. The operator manages the PSTN infrastructure while Teams administrators manage users in the Teams admin center. Microsoft specifically positions it as a fit when organizations want managed PSTN connectivity without operating their own SBCs or want to keep working with an existing participating operator.

Direct Routing

Direct Routing uses a supported customer-provided Session Border Controller to connect Teams Phone to telephony infrastructure. Microsoft describes it as a strong fit for existing carrier relationships, third-party PBX or analog integrations, advanced routing requirements, greater infrastructure control, and complex or multinational deployments.
