Start with the business outcome, not the migration

Before migration, design the Auto Attendants, Call Queues, schedules, greetings, routing behavior, and failure/overflow paths. The replacement is only successful if customers can reach the right people reliably.
4. Plan number migration and operational ownership
Determine which numbers move, which remain, who owns carrier tickets, how emergency addresses are handled, what the support boundaries are, and whether the move should happen all at once or in phases.
5. Decide what “better” means after go-live
